The Viksit Bharat Legacy Summit 2025, hosted by the Bharat Economic Forum (BEF), stands as one of the most defining gatherings of India’s decade of transformation. It is where legacy meets leadership, and policy meets purpose — creating a unified platform on the vision of Prime Minister Narendra Modi for Viksit Bharat 2047 to celebrate the heritage, progress, and future potential of every State and Union Territory of India.

The Summit will bring together policy architects, business leaders, economists, academicians, innovators, youth icons, and social reformers to align Bharat’s developmental roadmap with the national aspiration of becoming a Developed Nation by 2047.

The event’s cornerstone will be the release of the Bharat Economic Forum’s Economic Development Index (EDI) 2025 Report, followed by discussions, awards, and the official announcement of BEF Statewise Legacy Circles — marking a historic leap in Bharat’s decentralized development movement.

Indian States Legacy Dialogues & Launch of BEF Economic Development Index (EDI) 2025

The Summit begins with an inaugural address setting the tone for India’s next growth story — “The Legacy of States: Mapping the Future from Cultural Strengths to Economic Powerhouses.”

This high-level dialogue will celebrate how the legacy of each state continues to shape modern India’s economic identity.At the heart of the morning session lies the unveiling of the Bharat Economic Forum’s Economic Development Index (EDI) 2025 Report — a comprehensive analysis ranking every Indian State and Union Territory on their readiness to drive sustainable and inclusive growth.



About the Economic Development Index (EDI) 2025

The BEF EDI 2025 is an outcome of extensive research conducted by the members and experts of the Bharat Economic Forum. It serves as an empirical blueprint for India’s economic future — evaluating each region’s competitiveness, reform progress, and potential for inclusive transformation.

Policy & Scheme Dialogue

“Synergizing State and Central Efforts for Bharat’s Inclusive Growth”

This special session will bring together senior government officials, state development commissioners, private-sector leaders, and institutional heads to discuss how central and state government schemes can work in tandem with private enterprise, startups, and social organizations.

Key focus areas include:

  • Strengthening public-private partnerships for infrastructure and manufacturing.

  • Enhancing state competitiveness through reforms and innovation.

  • Accelerating inclusive growth via education, skilling, and digital inclusion.

  • Integrating climate and sustainability into growth blueprints.

The dialogue will showcase models of cooperative federalism, where innovation meets governance to build a truly developed Bharat.


Formation of BEF Statewise Legacy Circles

Building Decentralized Engines of Transformation

A key highlight of the Summit will be the official announcement of the BEF Statewise Legacy Circles, marking the formal initiation of BEF’s state-level governance and action frameworks.

Each Legacy Circle represents a state-focused leadership network under the Bharat Economic Forum, aimed at advancing BEF’s programs, research, and investments at the state and district levels.

Within every State Legacy Circle, six dedicated councils will be formed to drive governance and collaboration:

  1. 🟢 Youth Council – Engaging next-generation leaders, student innovators, and emerging changemakers.

  2. 🟠 Associates Council – Coordinating BEF’s active members and operational teams working on projects and research.

  3. 🔵 Professionals Council – Bringing together domain experts, consultants, and thought leaders to guide key initiatives.

  4. 🟣 Founders Council – Representing entrepreneurs and organization builders driving grassroots transformation.

  5. 🟡 Investors Council – Connecting capital with purpose — mobilizing private investors, funds, and philanthropic capital.

  6. 🔴 Leaders Council – Comprising senior visionaries, policymakers, and institutional heads guiding state-level strategy.

Each council will serve as a pillar of governance and action within the BEF ecosystem, ensuring that every initiative has representation from all stakeholder categories — from youth to investors, and from professionals to policymakers.

Following the Summit, the BEF Profile Evaluation Committee will conduct a 90-day assessment process to announce key leadership positions within each Legacy Circle and Council.



Networking Lunch (2:00 PM – 3:00 PM)

A curated networking session over lunch will allow delegates to connect with state representatives, thought leaders, and partners — enabling meaningful cross-sector collaborations and partnerships for the coming year.



Afternoon & Evening Session (3:00 PM – 7:00 PM)

The second half of the Summit will shine a spotlight on the champions of Bharat’s transformation through the Viksit Bharat Legacy Awards 2025.

The awards will honor visionaries, institutions, innovators, and changemakers whose work exemplifies excellence in nation-building, innovation, governance, sustainability, and social transformation.

This private interaction will serve as the foundation for BEF’s 2026 state-level agenda, investment roadmaps, and upcoming project alliances under the Viksit Bharat mission.
