Target 2.5: Securing Our Seeds, Safeguarding Our Future

By 2020, maintain the genetic diversity of seeds, cultivated plants and farmed and domesticated animals and their related wild species, including through soundly managed and diversified seed and plant banks at the national, regional and international levels, and promote access to and fair and equitable sharing of benefits arising from the utilization of genetic resources and associated traditional knowledge, as internationally agreed.


1. Project: Community Seed Banks for Biodiversity

  • Specific: Establish 20 community-managed seed banks to conserve local and heirloom varieties of crops, promoting biodiversity and seed security.

  • Measurable: Track the number of seed banks established, varieties deposited, and number of farmers accessing seeds.

  • Result-Oriented: Increase the number of locally adapted crop varieties stored in participating communities by 20% within 2 years.

  • Time-Bound: Establish seed banks within 1 year and monitor results for 2 years.

  • Impact Assessment:

  • Track the number of plant genetic resources secured in conservation facilities (2.5.1) through seed bank inventories.


2. Project: In-Situ Conservation of Indigenous Livestock Breeds


In-Situ Conservation of Indigenous Livestock Breeds

  • Specific: Support 10 indigenous communities in implementing in-situ conservation programs for endangered livestock breeds, promoting traditional knowledge and practices.

  • Measurable: Track the number of communities participating, breeds targeted, and changes in population size of endangered breeds.

  • Achievable: Partner with veterinary services and provide financial support for breed improvement programs.

  • Result-Oriented: Increase the population of at least 2 endangered livestock breeds by 10% within 3 years.

  • Time-Bound: Initiate conservation programs within 6 months and monitor results for 3 years.

4. Project: Digital Seed Bank Registry

  • Specific: Develop a national online registry to document and track plant genetic resources stored in seed banks across the country, promoting information sharing and accessibility.

  • Measurable: Track the number of seed banks registered, varieties documented, and user access to the registry.

  • Achievable: Partner with existing seed bank networks and utilize open-source software.

  • Result-Oriented: Register all national seed banks and document at least 70% of their holdings in the online registry within 1 year.

  • Time-Bound: Develop and launch the registry within 6 months and monitor results for 1 year.

  • Measurable: Track the number of facilities established, breeds targeted, and amount of genetic material stored.

  • Achievable: Partner with veterinary research institutions and secure funding for cryopreservation technology.

  • Result-Oriented: Establish cryopreservation facilities and successfully store genetic material for all 5 targeted breeds within 2 years.

  • Time-Bound: Secure funding and establish facilities within 1 year and initiate genetic material collection within 2 years.

  • Impact Assessment:

  • Contributes to improved conservation efforts for endangered breeds, potentially reducing the proportion of local breeds classified as being at risk of extinction (2.5.2).


10. Policy Advocacy for Seed Sovereignty

  • Specific: Advocate for the development and implementation of national policies that promote seed sovereignty, including farmer rights to save and exchange seeds, and restrictions on corporate control of genetic resources.

  • Measurable: Track the introduction of relevant legislation, public participation in advocacy efforts, and changes in seed ownership regulations.

  • Achievable: Partner with farmers' organizations and legal experts to develop policy proposals.

  • Result-Oriented: Secure the introduction of legislation supporting seed sovereignty within 2 years.

  • Time-Bound: Develop policy proposals within 6 months and initiate advocacy efforts within 1 year.

  • Impact Assessment:

  • Improved policy frameworks can indirectly support the conservation of genetic resources (2.5.1) and empower farmers (2.5).
